The Broadwater is at the heart of how the Gold Coast connects with the water.
We’re taking practical steps to keep it safer, more accessible and working for everyone.
Operation Clearwater is a collaborative initiative bringing together GCWA and partner agencies to improve access,
protect amenity and promote responsible use across the Broadwater.
Since commencing this work, GCWA and partner agencies have undertaken extensive education,
engagement and compliance activities across the Broadwater. To date:

The Broadwater is one of the Gold Coast’s most treasured waterways.
It’s a place where people come together to boat, fish, paddle, swim, explore and enjoy time with family and friends.
As the city continues to grow, more people are using the Broadwater than ever before. Protecting access, amenity and the natural environment is essential to ensuring future generations can continue to enjoy this unique waterway.
That’s why we’re working with partner agencies through Operation Clearwater to better understand waterway use, encourage responsible behaviour and support safe, accessible and enjoyable waterways for everyone.
Because the Broadwater belongs to all of us.
The Broadwater is experiencing increasing pressure from vessel congestion, long-term anchoring and unsafe or non-compliant behaviour.
In some locations, large concentrations of vessels are restricting access, impacting public use and creating navigation and environmental concerns. A smaller number of vessels that are unseaworthy, abandoned or at risk of becoming hazards can further contribute to these issues.
Without action, these pressures can affect:
Action is increasing across the Broadwater, with a stronger and more visible approach to how the waterway is managed.
Targeted education and on-water engagement is reinforcing expectations and helping waterway users understand the rules and their responsibilities.
A more visible on-water presence is targeting high-risk areas, repeat non-compliance and unsafe vessels.
Improved monitoring is strengthening how vessels are identified, tracked and acted on — supporting more effective enforcement.
Joint operations with MSQ and the Water Police are improving how agencies work together on the water.
Work is underway to strengthen the rules and improve how abandoned and unmanaged vessels are dealt with.
